A device and method for exfoliating graphene are provided, including a chamber to form pores on one of its surfaces; a cylinder for receiving graphite and a volatile material to vaporize at room temperature, and placing a opening corresponding to the pores of the chamber on the outside of the chamber; a clamp placed in the chamber to pass through the pores of the chamber and thus selectively block the opening of the cylinder; and a clamp connected to the cylinder so that the opening of the cylinder is selectively closed by the clamp, and a mechanism for operating the clamp. Thus, there is no need to handle acids such as sulfuric acid, and there is no need for heat treatment devices to remove sulfuric acid.
